The stillbirth rate in Wales has been consistently higher than the rate for the rest of the UK.
There has also been a lack of progress in reducing the number of babies dying shortly after they are born.
When a baby does die, bereaved parents are struggling to access the compassionate care they deserve. Frontline healthcare staff are stretched, and are not receiving the support they need to provide consistent care.
